From the supplier: This paper assesses commonly held views about the causes of mortgage arrears in government programs in poor countries. Data from Jamaica support housing officials' perceptions that higher arrears are found among those who view government housing programs as a gift and among male mortgagors. The remainder of the evidence, however, runs contrary to perceptions. Arrears are not exclusively a low-income problem, nor are they more likely to occur with loans that have escalating payments or low initial mortgagor equity, nor for untitled property. Nor do arrears seem to be correlated to large loan-income ratios. Comparisons of perceptions and reality suggest that an agency's public image is critical to repayment and that mortgages can be made more available to prospective low-income homeowners without increasing arrears. Very good look at the history and overview of the makings of the most beautiful country we've ever seen. It really helps to understand the personalities and the heritage that brought them to the point they are at now.

I was looking for a book that would tell me more than the best beaches or resorts to visit. This book is much more in depth about the culture and people than most travel books. If you want to know about the real Jamaica and not just what you see at a resort or on a tour, this is the book for you.

This is a superb work bringing together social theory andhistory with international relations. Persaud uses the case of Jamaica to demonstrate how small states can influence global discourse and power balance, even if in a limited area. He does this by making use of the concept of hegemony/conunter-hegemony in innovative ways. In 1974, following a successful parliamentary election, Michael Manley and his People's National Party took Jamaica onto a self-proclaimed democratic socialist path. Although the project failed even prior to the subsequent electoral defeat of the PNP in 1980, this short-lived experiment has evoked considerable interest among development scholars. In this book, Nelson Keith and Novella Keith challenge current interpretations of Jamaican events and develop an alternative theoretical model: national popularism.

Without dismissing the negative machinations by the U.S., internal mismanagement, and other problems, the authors argue that the events in question speak of the fragility of a national class alliance that coalesced temporarily, amidst a crisis, around a "new" politics. While incorporating radical impulses "from below" as well as socialist policies, the new politics was rooted in liberal democratic strains that had evolved historically in ways that could accommodate these impulses. The Manley project can thus be better understood as the "management" of peripheral capitalism rather than a budding socialism. In their rich historical analysis of race and class in Jamaica, the authors trace the emergence and demise of progressive "alternative paths to development" in the Third World. ... Read more
